Supt. John said: “The two residents of that flat, as it stands, neither of those two people, were actually currently on the sex offender’s register.”

“The facts are, they were not on the sex offender’s register. It would be inappropriate for me to go into specific detail, but what I will say, the lady who moved in with the gentleman who is the tenant of the flat, was not required to record her movements, as she would have been if she was on the sex offenders register.

HERALD NEWS UPDATE

Following on from this morning’s meeting with members of the public in Pembroke Dock, Superintendent for Pembrokeshire, Ian John, has issued the following advice:

“I strongly advise anyone who has information or concerns about the behaviour of individuals in their community to report it to the police and let us deal with it.

“We recognise the strength of feeling within Monkton and are working hard as your local police in carrying out our duty to make sure all members of our community are safe.

“Please do not get involved in any unlawful activity or take matters into your own hands. Where any criminal offences are committed, we will take appropriate action.”

Trio sentenced for sex offences against teenage girl

A young woman and two men found guilty of sex offences against a 16-year-old girl have today been sentenced.

Amber Roderick, aged 19, of no fixed abode, Joseph Lawrence, aged 29, from Oxford Road, Reading, and Patrick Maughan, aged 26, from Sun Street, Reading appeared at Reading Crown Court today, Thursday 19 January 2012 and were sentenced to an indeterminate prison sentence (due to being deemed a dangerous offender), 7-years imprisonment and 6-years imprisonment respectively.  All three were also placed on the Sex Offenders’ Register.

At Reading Crown Court on 06 October 2011, Roderick pleaded not guilty to assault by penetration and causing a person to engage in sexual activity, Lawrence pleaded not guilty to rape, and Maughan pleaded not guilty to attempted rape and rape.  They were all found guilty of their respective offences, by a jury on 09 December 2011 after a two-week trial at Reading Crown Court.

The court heard that on 03 April 2011, the 16-year-old victim (now 17) was taken, with her consent, to an address in Reading by Maughan in his van.  She had arranged to meet Roderick at the address, but found there were a number of other men present, including Lawrence.  The trio gave the victim alcohol and subjected her to an ordeal of sexual abuse, during which she was threatened by Lawrence with a knife and raped by him.  Maughan attempted to rape her, and when he was unable to do so, with the aid and encouragement of Roderick, he raped her orally.  Roderick also sexually assaulted the victim.

The court was told that on a couple of occassions the victim tried to ring for help and tried to seek refuge in the bathroom before eventually escaping.

Victoria Griffiths, Senior Crown Prosecutor for Thames and Chiltern Crown Prosecution Service (CPS0 said: “These were horrendous offences committed and encouraged by a supposed friend.  The use of force upon the 16-year-old girl and the fact there were a number of people involved, increases the severity and seriousness of these offences.

“Roderick was an 18-year-old girl at the time of the offence and was on Licence for very serious sexual offences committed when she was just 15, in Cardiff.

“In this case, Roderick appeared to be the ringleader.  She befriended the 16-year-old girl in Reading and lured her to the address she was staying at and where Lawrence and other men were present.

“The CPS takes all allegations of rape seriously and has specialist rape prosecutors who have expertise in dealing with sexual offences cases.  We work with the police and the courts to ensure that victims are given the best possible support.  Cases of rape and other serious sexual offences can be extremely difficult to prosecute.  Such cases need to be dealt with very sensitively.  The sentences given today recognise the severity of the offences and the vulnerability of the victim.  We will continue to vigourously prosecute offenders who target young and vulnerable victims.

“I hope that today’s sentences provide the victim with some measure of justice that will help her put this terrible episode behind her and move forward in her life.”

Detective Constable Russell Prentice of Thames Valley Police said: “I am really pleased with the result of the trial and the sentence.  I hope the outcome will help the young victim begin to put some closure to what happened.  My colleagues and I have completed a lot of detailed work when investigating this sensitive and complicated case and worked closely with the CPS and their specialist rape prosecutors.

“Thames Valley Police takes all reports of sexual offences extremely seriously.  We have specially trained officers available 24 hours a day to manage the needs of people reporting crimes of this nature and now have two Sexual Assault Referral Centres (SARCS) called Solace Centres to provide specialist facilities including medical care, counseling, sexual health services and provisions to gather evidence.”

Amber Roderick, 19, smothered herself in dog shampoo and joined in with the horrific attack which left the vulnerable victim traumatised.

Today it emerged that she had only just been released from jail after forcing two boys, aged nine and ten, to perform sex acts on each other in a park.

Jailing her indefinitely for at least four years, Judge Bruce McIntyre said she posed a significant risk of harm to the public, including young people and children. 

Roderick had met the 16-year-old in the street and later persuaded her to join a party which was being thrown by her friends.

She was given cannabis as well as vodka and coke drinks so strong she had to ask for them to be watered down, Reading Crown Court heard.

The initial assault took place on the top floor of the house, in Reading,  where Joseph Lawrence, 29, threatened the girl with a knife before forcing himself on her. Roderick also took part in the attack.

After the pair had finished, Lawrence told his young victim that he would stab her in the face if she ever told anyone.

But her horrific ordeal was not over. She managed to free herself and tried to flee to the bathroom. But she was caught by 26-year-old Patrick Maughan, another party-goer, and Roderick, who subjected her to another assault.

It was at this point that Roderick rubbed dog shampoo over her own body as she carried out the attack.

At 3am this morning (Jul 12) police officers entered the building and removed the two occupants for their own safety.

A Dyfed-Powys Police spokesperson said: “The disturbance at Gwilliam Court, Monkton, was brought to a conclusion at approximately 3am with support from South Wales Police and Mid and West Wales Fire and Rescue Team. Two occupants from within a property were safely removed.

“Members of the public that had gathered were issued with a Section 35 Dispersal Order, which assists in the movement of people within a designated area for a period of 48 hours.

“The incident concluded at around 3.40am with the crowd having dispersed and with no arrests made.”

The incident started when a post on the Facebook group Spotted Pembroke and Pembroke Dock said that the person was living in Pembrokeshire under an assumed name and was ‘very dangerous’.

The post has been shared over 1,000 times by angry locals who have posted nearly 400 comments on the main link alone.

There was a heavy police presence as the authorities tried to deal with the crowd, and threats were made to the safety of the occupant or occupants of the property.

The mother of one of Amber Roderick’s previous victims had warned that the teenager would attack again.

Roderick abused two boys, aged nine and ten, in Cardiff in 2008 and relatives of the younger victim sat in the public gallery during today’s  sentencing at Reading Crown Court.

Outside court the boy’s mother told how she had warned probation after the original assault that she believed the sexual predator would attack again.

The boy’s mother said: ‘We are just so happy that she got what she deserved – I think it’s closure for us but I did think perhaps she would do it again.

‘It’s been bad. We haven’t been too well over the last couple of months now, with it all coming back. I did say to probation it would happen again.

‘My son is not good. He hasn’t coped with what happened. He still does get worried and he doesn’t go out really because he’s afraid.’

The distraught mother-of-three recalled how Roderick had led a gang of two other girls, both 12 at the time, bullying the young boys in the park before kidnapping them.

The youngsters were taken to a wooded area where they were beaten, her son had a stick forced down his throat and they were then made to perform oral sex on each other.

Roderick, aged 15 at the time, was sent to a young offenders’ institute for two years after the attack, despite falling pregnant in the months that followed.

The boy’s mother even mounted a campaign to stop Roderick being released early and moving back to Tremorfa, in Cardiff, where the attack took place.

Her calls were successful when the youth was released only after serving the two-year term and did not move back to the area.

Roderick committed the latest offence shortly after being released.

The horrifying act lasted less than 10 seconds but the victim told Reading Crown Court it left her feeling physically sick and shattered.

She eventually managed to escape from the house and informed police.

Her attackers were arrested while they were still drunk at the party, which was held at Lawrence’s mother’s house on April 3 last year. 

The court heard how even in police cells Roderick was heard threatening to kill her victim.

Roderick refused to appear before Judge McIntyre to be sentenced today and stayed in the cells beneath the court room. 

In her absence, she was jailed indefinitely with a minimum term of four years.

Judge McIntyre said that Roderick posed a ‘significant risk of serious harm to the public, including children and young persons and that is likely to remain the position until she addresses her offending behaviour.’

And he revealed that she had been found guilty of ‘similar bullying sexual abuse before’.

‘Ms Roderick has chosen not to tell anybody who might have told me what has happened in her short life to make her the way she is,’ he said.

‘However, in Ms Roderick’s case I am quite satisfied that as a result of these offences and her previous convictions for sexual abuse of young boys, taken together with her attitude to anybody who challenges her about this offending behaviour, that she is dangerous.

Addressing Lawrence, he said: ‘It was a prolonged period of time during which she was kept in that house.

‘You did not use a condom. You threatened her afterwards using words to the effect that she might get stabbed in the face if she told anybody what had happened. You showed no remorse.’

Maughan was jailed for six years while Lawrence, from Reading, was given seven years.

The pair smiled and waved at weeping family members as they were led down to the cells.

Maughan kissed his partner through the glass around the dock as she wailed ‘Patrick’ before he was taken down. 

All three had been found guilty after a trial in December. The verdicts sparked violent scenes in court in which Roderick attacked security guards.
